Bottom line - seems that the reasoning is a gameplay issue. Only give people enough men so that they can capture a field only if its is totally suppressed and ready for the capture.

M3's do not hold the same number of troops as a C47. If you can't at least see that basic point.....

Oh hell..  M3A2 carries 12 troops, M3A1 carries 10 troops.
but i'd really like to have that rear M1919a4 in M3...
