Ever heard of google.com?

http://www.ati.com/support/infobase/3685.html

I looked further on groups.google.com and lots of people have it and say that if it isn't a video driver problem, it's likely DirectX.  It is also said that if upgrading to the most recent DirectX doesn't fix this, then manually remove the directx files and re-install 'em fresh.

More often than not, thise error occurs when video drivers are not properly installed.

Try removing the video driver from your system entirely (not just using Add/Remove, but cleaining out the registry as well) and boot to a VGA video.  Then reinstall the video drivers.

Sounds like you have a virus on your system.  If you have a button named "start" in the corner of your screen, then you have the Windows virus.  Any HDD tainted by this should be quarantined from any other computers.  Another virus that should be treated similarly is called Outlook.
These viri spread not through networks or other electronic data medium, but through humans.  Somhow these viri infect people, who then willingly install them on their PCs, this is the only way they reproduce and in the reproduction somtimes money grows in Redmond, WA.

Remember, only YOU can prevent Windows.
