P4 chip ID identifier ?

Ok m8 bought a P4 2.8ghz case or at least thought he did.
Motherboard boot up says its a 2.66G windows properties says its a 2.66G.
Supplier from E-bay says its definitely a 2.8G and he had to wait for it to arrive etc blaa blaa.
Apparently theres some sort of easy overclock program running in the system tray.
Now i dont have access to this so I am hearing it all second hand.
Supplier says he can provide the serial number of the cpu.
Now to avoid any possible claim we opened the box and swapped cpu i need some way to retrieve the cpu serial number in software also would help if it would identify correctly its real intended speed rather than any overclock it may be running.
Any ideas ?

You can download an Intel CPU utility from their web site.  Run that and see what it says.

You may also want to search the Intel web site and see if there's anything about this there.
