How does auto-mute (by dictionary) work?

If someone says somthing really really bad according to the dictionary then...

a) the message get's send and the user is muted afterwards.
b) the user is muted before the message is distributed, so noone will see that message.

Which is it?

* I guess my last post has been deleted, had a real example there ;)

If you type a word in the buffer that is on the auto-mute list, you get a pop-up box warning on your screen that says something like "Continued use of profanity will result in loss of radio privileges."  And what you typed is not transmitted.  If you type it again within a certain amount of time ( I think) you get muted and get a message box that says you have been muted for use of profanity.  Once again, the text is not transmitted as far as I know.
