NO, it's simply a waste of ammo, and depending on how Pyro is timing sorties, you might actually be helping the chuter (heh) by cutting his flight short. Once he bails that's it. You can't give him two deaths for the same mission. So, regarding k/d, or k/s, the determining factor is the first event (death, bail, auger, what-have-you). Shooting his chute does nothing except waste your ammo.
However, bailing can be useful. Say your enemy has come very close to your aircraft in a high E attack, manages to eliminate most of your aircraft's structure, but hasn't yet exploded you. If, you bail, you may be able to force a collision on his FE with your chute. Those chutes are VERY tough. It's happened to me.
