Narsus already got my suggestion, so consider this a re-emphasis of:

Aces High: Total War

The new game model you describe matches Total War perfectly. Instead of just being one or two tiny aspects of battle, this is the whole package. Tons of planes, constant action and battle, AH:TW should be strongly considered.
