Maybe my information is wrong, but NK only has 26 WWII era diesel/electric driven submarines.  They also have 60+ small submersibles (maybe that's what you're talking about?)  At any rate, I don't see why you think this is a threat?  These subs aren't equipped for anything beyond close maritime engagements.  Do you think they're secretly shuttling around extremists with them?

Kim Jong Il isn't a moron.  His country needs an energy source to grow its economy and feed its military.  By taking these measures, the DPRK is simply increasing its power and importance in the Asian community.  They've got a good thing going and they're not going to blow it by nuking Seoul.
