Saw 2 m-3's and myself (goon) drop supplies today to no effect... the fuel stayed down .. is this a bug or has the effect of supplies changed in 1.11?

From the 1.11 release notes:
"Player supplies now provide 15 minutes of down time."

Therefore, the two M3s and your C-47 reduced the downtime by 45 minutes.
