From what I've seen, the problem is
not rubber bullets; NoBaddy is right -- you
are shooting short. The problem seems to be that the Z-buffer is hosed -- the round falls short and creates a crater in front of your target, but the dust cloud from your shot is drawn
behind your target. Since you see your target in front of the dust cloud, it looks as if your shot landed behind the target, and since you
saw it coming down in front of the target, it had to have passed through the target without doing damage (i.e., 'rubber bullets').
I've noticed a similar problem when manning a field ack -- under some conditions, GVs are drawn on
top of the gunsight reticle -- which is ludicrous; the reticle is at most a foot away from you, and the GVs are hundreds of yards out.
