The Pz IVHs 75L48 MA is capable of penetrating any armor the Pz VIE (Tiger) has when firing AP type ammunition at under 500 meters range. The lowest chance of a penetration occurs if the Tiger's front turret is hit.
Tigers were super effective for a number of reasons, none of which are really easily recreatable in the MA. Their crews were far better trained and far more experienced than any enemy AFV crews they faced. Their gunsights gave them far, far superior long range gunnery. They were fighting in Russia or the desert, where the combat was initiated at fairly long range. And ~75% of the guns they were facing (until late 1943 on the Eastern front, and mid-late 1944 on the Western front) had inferior penetration when compared to the 75L48 of the Pz IVH. The one big exception - U.S. 3" AT weapons (76L51 or 76L53), found towed or on the M10 GMC, had inferior optics and pre-1944 the standard of ammunition quality was very low.
Their first action was on a forested track near Leningrad, and they were 'surprised' by close range Russian AT gun fire - 3 of 4 had to be abandoned due to being immobilized (the 45mm and 57mm AT guns that were firing at them could not penetrate the Tigers' armor, but they shot tracks and wheel to pieces). The Germans had to sneak back in at night and blow up the Tigers so they couldn't be captured.
In general, *in the AH MA*, your biggest advantage is engaging Pz IVHs at long range - 1000 meters or more. But you have to be good enough at long range gunnery to get a hit after 1 or 2 shots.
