I don't buy into that strategy. Because you also want your people to believe you are alive. If your own people really begin to doubt the regime is still intact, it could prove troublesome.
What I mean by "keep us guessing" is an attempt to split the difference between making the Iraqi people (both those pro-and anti Ba'ath) believe that Sadam is alive, but not prove beyond a shadow of a doubt that the coalition forces have managed to kill him.
Its an attempt to get the best of both worlds.
