AMD 2400+
asus a7v333
512mb pc 2600 ram
win xp
gforce 4 ti 4400
 Best frame rate 60?  I have tried alot of sugestions Skuzzy said post in here see if anyone can help. Removed backround programs etc. refresh rate 85 htz. Also today i lost voice in on vox. First time for this one.

Hardware looks more than enough, What Video driver version?  Do you have Anti-aliasing enabled, if yes turn it off?

That's the XP refresh rate issue.  XP defaults monitors to 60Hz when DirectX runs.  Sounds like you might have v-sync enabled (not a bad thing), but the video drivers are not over-riding XP's setting for the refresh rate.

Get latest drivers for the GF, and look in the override refresh rates section of the nVidia control panel.
