To use a skin, it seems necessary that it be built into the map itself. When you make a map, you'll have a folder like this:
AH Editor/terrains/yourmap
Create a sub-folder AH Editor/terrains/yourmap/
texsrc and put the .bmp files for the skin in the new texsrc sub-folder. Get the skin files from the link in my post above. Then open the map in the editor and select File/Build. This incorporates the skin into the yourmap.res file so it's there when you use that map.
It doesn't appear that you can just reskin planes yourself on existing maps, and have them only visible to you. The only way I know is the above, which makes the skins visible to all players. I guess this is a cheat control, so you can't make the nme planes all day-glo orange or whatever, so you can see them easier.
