Check out Sense Networking.  I've had them for many years now.  They're not national, strictly Puget Sound.  Great staff, great service.

Hey Yeager,
I have Earthlink, I would give them a 7 on scale from 1-10.  Had  them for 3 years now.  Sometimes I get lousy connects, but I can always get online.  I use my alternate ISP at the UW in cases where the pings are lousy, probably 2 times a month.
