I believe he was refering to a Major who is in command and what tier level his command is.

USMC command structure should be no different from WWII to now.

A Marine Air Wing will probably be commanded by a Major General and have a Brigadier General as an X.O. and are comprised of (I think) up to ten Marine Air Groups.

A Marine Air Group will be commanded by a Colonel and have a Lt. Col. as an X.O. and are comprised of 10-12 squadrons.

A Marine Squadron will probably be commanded by a Lt. Col. and have a Major as an X.O.

Not sure about the USMC but the RAF changed their rank structure per squadron since WW2, though I'm not sure of the change over date.

WW2:

Wg Cdr usually in charge of a bomber squadron
Sqn Ldr usually in charge of a fighter squadron  (with Wg Cdr/Gp Capt per Wing)

Now it is just:

Wg Cdr in charge of a squadron  (Lt Col equiv)

Fighter squadrons went up in size to around 16 but have now gone down to 12-13.
