Can anyone give me an idea as to what year this flag is from?

The tag says Philadelphia Quartermaster and U.S. War Department, if that helps.

It has to be Pre-1947. The name was changed from War Department to  National Military Establishment  (1947) then Dept. Of Defense (1949)

Also, since the tag says "quartermaster", it was an army possession.  Navy uses "supply corps" for supply and replenishment.  Its one of the things that irks me about Star Trek, they use the term "go to the quartermaster" for referencing a supply item needed.
