I think a more specific reward would be better than plain recognition.
Everybody recognizes, and thanks when a town capture happens. It's not glamorous, but at least with 1 capture you earn more than 12 perk points.
The problem is different in supplying. Vehicle supplies can be just gobbled up by both friend and foe, and airfield supplies are very slow and passive.

So, I think it'd be a great idea to:
1) Buff perk points are limited in use(I have literally thousands, and don't have any use for them..). Being rewarded with even 20 points would not make a person happy. Even with thousands of perks, I feel inclined to up a B-17 or a B-24, rather than the Ar234 which is so limited in effectivity. Therefore, when a capture happens, make it so that the goon driver gets split perks in each category - fighter 4/bomber 4/vehicle&boat.Getting 4 points in both fighter and vehicle/boat category, now THAT's something worthy!
Positive side: Can get perks in multiple categories for 1 sortie.
Down side: None
2) Same thing with airfield supply - split perks in each category, but higher in rewards.. taking time to supply a field, is a noble and worthy cause. Literally players are sacrificing own fun time for the sake of common good of their team! fighter 6/bomber 6/vehicle&boat 6, total 18 perks split in each category!
Positive side: Can get perks in multiple categories for 1 sortie. Could provide good motivation for doing supply runs. Putting effort into 'logistics', pays off good.
Down side: None. Nobody's gonna be pissed to see people doing continuous supply runs.
3) In the case of vehicle supplies, the concept of 'supply' and 'repair' should be divided. Vehicle supps can be used by both friendlies and enemies, and usually it's a 'drop and forget' type of action. Besides, people lay off hoardes of GV supps when they are defending.
Thus, GV supps should only resupply spent ammo - tank shells and machine gun ammo only. No perks for doing resupplies.
However, the M3s should be given also a "repair" role! Sort of like a moving 'repair pad' - M3s drivers would move around with other GVs. When a tank or a flak vehicle is damaged, upon request the M3 would go near a damaged vehicle within 10 yards, and use an option button to 'repair' the damage.
To prevent abuse in combat(continuously and instantly repairing damage during combat), repairs, sort of like rearm pads, will take 1 minute and require the target vehicle to be absolutely still, not firing anything. This new repair role will give M3s another meaning in ground conflicts, and also deals with abuse such as amassing hoardes of GV supps around, and defending a spot with a Tiger.
For each repaired vehicle, a GV perk is rewarded - about two perks?
