Using MS Paint how do you make a bitmap have a transparent background ? Currently I have a grey square around my bitmap that I would prefer not to have. Is there any way to test whether the transparency worked other than uploading and observing it ?

You need to use 176, 176, 176 for any part you want to be transparent.

Just a note, in the 1.03 readme. It says nose art to be 64X64 but on web site it says 32X32. I suspect 32X32 is the correct one.

HaHa,
There is a way to test and observe it. Put your 64 x 64 pixel (.bmp) file in squads directory. Name it your callsign .bmp (ie  thunder.bmp). Go into the main arena and get a bomber or ground vehicle so you can hit F3 and go outside. Then Hit F8 to pan around for position and use [ or ] keys to move in and out. You can observe the image, get out modify and reload file again until you get what you like.

I thought HTC had to 'approve' the noseart nad would take up to 2 days for approval?? That's what I heard, can someone confirm this?

I beleive you are correct on the approval. HiTech looks at it and then approves it. From that time on, as you log on, all new squad logos are passed to you by HiTech automatically.  HaHa asked if there was a way he could view what it would look like. If you do the above it will work. Then when it is submitted and approved it will be overwritten automatically. The key is to call the .bmp the CO's callsign.bmp as it is in your squad. Also, if you want to check out a fighter noseart you can to record a film and then review it and zoom in on it and you could take a screenshoot to observe it better. Hope that helps
