to change their brain chemistry:
some people exercise,
some eat sugar
some smoke crack
some drink caffeine
some drink alcohol
some chew betel nut
some smoke cigarettes
some drink absinthe
some eat psilocybian msuhrooms
some chew qat
some sit and watch TV all day
some inject heroin
some use 'mind machines'
and some smoke dried cannabis flowers.
most of this (apart from TV and mind machines) have been going on for the last 5000 years at least, and shows no sign of stopping.
people like to get off: a little, alot, often, seldom, but they do like it. always have done.
as for the 'causes mental illness' question - schizophrenics have had some relief from cannabis. Not knowing they were schizophrenic, they found that cannabis, smoked socially, would dampen down the worst symptoms - and as a result began to smoke it regularly.
