Maybe a limited RPS aspect can be workable with AH.
For instance, along the lines of the main-stream missions in TOD, maybe the system can form a limited mini-mission in certain situations.
For instance, if an Allied mission and Axis mission collide on Axis territory, and a lot of pilots of both sides get shot down and bail out, a mini-mission for the Axis would form which objective is 1) drive vehicles to a certain "extraction zone" which forms with the mission, to rescue downed pilots, and 2) capture allied pilots for interrogation. Much the same, an Allied mission, a guerilla/partisan action, would form. Their objctive would be to drive vehicles to the downed allied pilots, and protect them back to allied extreaction point where they may be rescued.
The strengths of this mini-mission idea, is:
1) unlike full scale RPS aspect like WW2OL, requiring separate numbers of people to form ground forces, at the same time maintaining enough numbers for air combat and naval combat, participants and their numbers can shift according to need. Pilots waiting for the next mission term may be compelled to join a quicky ground mission.
2) rescuing downed pilots on enemy territory becomes possible, so naturally, the downed pilots landing on wrong territory can expect to salvage their scores.
3) a small scale ground mission consisting of infantry, and GVs can quickly form - the forces occupying the territory will spread out and search for downed friendlies and enemies.. the partisan/guerilla forces would also search the area.. and when the two forces meet, a fast paced, hot, small ground combat will occur.
