Still having vc problems

Ok After getting dsl again... 700 kbps dl  71kbps up speed ,
I can hear VC just fine ,I just cant transmit  (just beeps)

Its set up the same as last year when i could talk
wav in , the mike is configured and tested ,same sound drivers ect
The only thing different is DX9.0b

Ecs k7s5a mb
1.3 ghz amd
256 ddr
Win 98se
no sound card (external amp for sound) factory mb sound drivers
sis 7012

Ports 2000- 3000 open on gateway and this pc
Fix it utilities AV program uses pc-cillin
linksys switch (not the router) same one as last year

Mitsu sound pack installed in AH  

Can host h2h rooms just great :)   any idea's ????

What on-board sound is it? Is it a Realtek chipset?

does that help ?   my VC works when i test the mike thru the volumn controls and it works in Roger wilco fine. I can receive in AH just fine ...

Make sure you have the latest 7012 SiS drivers from SiS themselves. Re-install. Re-install directX afterwards and then run directX diagnostics. (Use "dxdiag" typed in the RUN command box on yr start menu.)

Run the directX sound tests in diagnostics to see if it is all ok, and in that section REDUCE the sound accleration one to two notches on the scale.  Go back to volume and mic controls check that your mic transmits and "records" in windows sound recorder.  If all works there, then it must be due to possible problem with a firewall.  For vox to transmit smoothly AH uses UDP so both TCP and UDP must be allowed through for AH. If I disable UDP in my firewall vox doesn't transmit, though I can hear. Maybe the problem?

i have the latest MB drivers installed , went back to DX8.1 (the version that worked befor)
 yes i tested everything in dxdiag ...(and the volumne controls)
 my netbeiu  is set at tcp/ip
 hardware adaptor set for tcp/ip
 network transport protocals set unbind

udp/tcp is allowed in the network client

(i havent turned down the sound excelleration yet ) It wasnt a problem before. (i will try this next)
And Ill check udp in the gateway (i think i have it correct though)
(note typo error befor... ports 2000-5000 are open in the gateway pc )
My ping ports are in stealth/hidden along with my netbios ports.

I have no problem hosting h2h rooms ,and VC is working for everyone else.
