Anyone who lives in rural Texas, Louisiana or California can tell you they can drill ANYWHERE and do it safely. Yes, there's a lot of noise, traffic and activity at a Drilling Rig, but that lasts about 15-20 days depending on well depth. Completion Units take another week or so after that life pretty much returns to normal. Protective fences are placed around wellheads and equiptment that keep livestock and larger animals away (they can put chainlink fencing if needed). If oil wells were as environmentally deadly as they make out we would have lost every cow, horse, deer and small child in the state by now. It's not like they spray raw crude in the air 24/7. Any small airfield emits more noise and pollution than the average drilling rig. Drillers have very strict rules to follow or there is he** to pay. It's not like the "Old Days".
