The pro is... improving public safety by helping ensure  that all drivers pass a driving exam and have insurance.
The con is...? Well, they're undocumented...but they're gonna come across the border anyway... 
 (a) Driving is a privilege provided by the government.  If you're not registered with the government, then you should not be granted privileges by that government.
(b) Failing a driving test won't stop them from driving.  If undocumented immigrants are driving without a license now, they'll certainly still be driving without a license after failing a test.
(c) The only benefit to having undocumented immigrants come into the office to take a driving test is to document that they're undocumented immigrants, and therefore document them, which would make this whole thing moot.
