In the Ostwind I cant seem to get the flak to burst.  Is there something special I have to do?

Hit the target.

Only the 5 inch guns in the CV fleet have proximity fuzes for that big, black, puffy effect.

Ostwind will kill @ 3K and it's a one round one kill weapon. Wirblewinds range is 1.5K but it is much easier to hit with.
