I had initially planned on getting this card

However. When I first looked at it it was like at least $75 cheaper. Even as a matter of principle if nothing else I cannot justify the current price tag of $354.21.
Anyone have any suggestions for a more rationally priced wallet friendly but quality card?

I took a look at the link you provided, went one step back to all graphics cards, filtered by 6 GB and Nvidia GeForce, put a NJ post code in and found a bunch of cards starting from $200.

You noticed that the EVGA and MSI are Ti versions which is slightly faster than the regular Gigabyte?
Also, the EVGA link opened a search result site instead of a product site, showing other brands and models as well. No big issue, actually vice versa since it shows the pricing variety for basically the same card of the same brand.
If, as it seems, a GTX1660 (Ti or not) is the one that fulfills your needs and fits your budget, I'd say that basically any of those or similar products from other big names should do. If you prefer one brand because of positive previous experience, there's no arguing against that. The following list (in no specific order) might help choosing:
- Connectors: Obviously you'd want your monitor to be connected without any adapters. DVI, HDMI, DP? VGA may already be outdated.
- Backplate: Some models have a metal backplate and it can add stability especially with the longest cards.
- Fans: Large fans create less noise than small ones. Two fans of create less noise than a single one of the same size. One large fan can be quieter than two small ones. Fan blade design not only affects the noise level, it also can tune the pitch to an irritating whine or a tranquil hum. Some reviewers take that into account, so do your homework.
- Size: As you've noticed there's both long and short ones. They're equal in performance so choose according to your case. Triple fans are of no use if there's no fresh air around them.
- Coolers: The reference model has one fan at the end of a box and it's both inefficient and noisy, all the models you've referenced to are modified. Check the manufacturer's specs and study some comparison reviews if needed.
Choosing the right one from within the variety of a single brand is a lot like choosing the right lure for the next fishing season. The fish don't know about fashion, it's all about fulfilling the dreams of the fishermen. It's the same with video cards. If you've got enough power to provide a stable high frame rate and a decent cooling to keep the card alive, adding a heat pipe or overclocking won't make you any better as a player.

I've had good experiences with EVGA customer support wise. Depending on where you live you might be able to avoid sales tax and I think the ultra is slightly better than the SC version.

Try to get a 1070 or 1070Ti - the extra 2GiB of VRAM may help in certain games.

Not at all. Several shops still have them for a cheap price to sell them off while others go in the opposite direction with the price.

$358 for a 6GB card would be a No-Go for me. For that much money I would like a card that doesn't need a reduction of texture quality in higher-end games.

I jumped on the EVGA GTX 1660 Ti...most due to the $279 price tag. Amazon indicates a shipping delay of up to a month.
Next step is a move to a 32" monitor. Any recommendations in the >$350 price range that will best utilize the GPU's horsepower?

If you stick at 60 Hz, choose a 1440p. With AH you shouldn't get too much punishment by 144 Hz on a 1080p monitor. Combining the two, i.e. 144 Hz on a 1440p might be too much for many games at best quality. For AH you might even want to give that a try especially if you can reduce the speed to 120 Hz if needed.

Just for reference I have a 1060 6GB and on my 144hz monitor I get 180 FPS on AH but other games like CSGO I get 120~

I suppose you meant reducing the speed instead of how to combine 144 Hz with 4k.
If so, it can be done in the Windows monitor settings. This tutorial tells how to make an 144 Hz monitor run at that speed instead of 60 Hz, but obviously you can choose any speed in between. A similar setting can be found in the Nvidia control panel as well so most likely there's a drop down menu also in the AMD controls. Just set the maximum speed you want.

I think it never is unless you have drivers loaded for the specific monitor. The Generic PnP drivers give you nothing about frame rate.

Yes that's true but I do have the specific monitor drivers loaded for my Asus MG279Q monitor (have always been the case) and I've never found the monitor Hz settings present in Radeon Settings Display tab since inception and I don't remember seeing them present as well in the last iteration of the old AMD CCC control panel. They do not exist in AMD's Radeon Settings software.
I do have an update on the presence of the monitor resolutions settings in Radeon Settings.....unless you enable the "Custom Resolutions" setting under the Display tab you won't have access to monitor resolution settings either in Radeon Settings....w\ Radeon Settings all monitor resolution and Hz settings are done in either Windows OS, ingame or in your monitor's control panel unless you enable the Custom Resolutions setting in Radeon Settings.
Provided below is a snippet of the AMD Radeon Settings software's Display tab...…………………….
Please note the ID of my monitor make and brand in upper left corner showing that the monitor specific drivers are installed.
