why is a card like this so expensive, and what is it good for?

That is a workstation card, which is designed for OpenGL. Workstation cards are meant to do high end rendering (usually 2048x2048 at 32/64bit color) at very high speeds.
They are not designed to handle the low end game type graphics.

ahh thanks, you talking about like game / graphic design, and CAD type stuff?

Actually, there is very little use for a game company to use that card. CAD, movie production, and things of that nature would be better suited for that card.
