				Define what you mean by "most generous".

				Where the avg price of a single family home in mass is over 300k, I could see where there might not be money to give away.

 We should boot Maine from being part of "New England" and invite New Jersey to take it's place!

				I'd love to see that index plotted against two variables.
 Percent of residents who attend Christian church regularly.
 Percent of registered voters who vote Republican regularly.

				Notice how the top ranked states are themselves federal government charity cases.

				False statistics. You have to read what it says but also think what it means.
 
 It only considers Itemized Charitable Deductions - donating for causes that our government finds suitable. If you give money to aperson who needs help, that is not counted unless he is set up as a charitable institution.
 
 No wonder that such independent-minded people like residents of New Hampshire are near the bottom...
