I use imageforge on occasion. It's free and  it's pretty lilmited, but can get most jobs done (as long as you don't want to use .gif format).

on adobe.com i got a 30 day free trial for the program...you just have to register some stuff and you get a free download.  Only 30 days though.

Serif Gives away older versions of their software away for free, in exchange for your email.  Which they (as far as I can tell) don't sell to others - but they DO use it to hit you with a pitch about once a month.

I own their current DTP and drawing software (Pageplus 8 PDF and Drawplus 7) and really like them both.

I use Paintshop Pro 8 for my bitmap editing, so I can't comment on thier abilities or ease of use.
