Mr Record recommends a total overhaul of the national security strategy and says it must redirect its campaign against global terror from "unrealistic to realistic war aims".
Although he says that Washington may be able to defeat al-Qaida, he concludes that its war on terror has designated so many fronts and enemies that it is fundamentally unwinnable
Meanwhile the war in Iraq has led it into an open-ended conflict that has drained resources from its efforts to secure American soil against another attack by al-Qaida
Entering into an open-ended guerrilla conflict in Iraq has drained its military and financial resources and cost the country dear in international diplomacy, the report says, while emphatically failing to advance the war on terror.
"Operation Iraqi Freedom may have expanded the terrorist threat by establishing a large new American target set in an Arab heartland," it says.
He (Dr. Record) is the author of six books, he served as a military adviser during the Vietnam war and to Republican senators, and his report was endorsed in the Washington Post by the director of the war college

First of all, the bloody media has one VERY important fact wrong:
The ARMY said no such thing. Neither did the War College.
"His essay, published by the Army War College's Strategic Studies Institute, carries the standard disclaimer that its views are those of the author and do not necessarily represent those of the Army, the Pentagon or the U.S. government. "
It was an essay. The SSI journals are FULL of independently written essays and articles, NONE of which are official doctrine or even the position of DoD or the Army.
This was ONE GUY expressing an opinion. IMHO, it's a VERY good thing for Army officers (especially at military schools where free thinking "outside the box" is encouraged) to think .. and even write .. such things.
Hey, he didn't criticize the President (directly). He didn't criticize his commander(s) (directly). He stated an opinion, an interesting point of view.
His opinion.
The coincidence that maybe a VERY large percentage of senior military officers might agree with him .. hey, that's something the Administration has to deal with.
But neither the Army nor the War College said anything at all .. except to disclaim this as the individual's opinion.

No they dont. A guest professor or whatever critizises Bush. The army war college has repeatedly said that the views of the guest professor are his alone, and does in no way represent the views of the army or the war college.

But the director doesn't totally distance himself, or the college either, does he?

thrawn, that cold weather must have frozen your brain, to show what a "military expert" he is they say he was a advisor during the vietnam war, thats like saying you where the CEO of a company that just went bankrupt, he is not someone i would ask for military advice. now go back to sleep , spring is months away.

When a visiting professor at the War College who used to be employed by a Democrat in the senate writes an essay I would be suprised if he wasn't critical of Bush!!!!

Couple of points here.
The War College is a school that senior Officers (LTC. and Col.) attend to prepare them for higher positions frequently involving Pentagon duty and policy involvinginteraction at the theater and upper strategy levels. The college itself does not develop strategy nor does it do any actual command duties. It is a school similar to but not the same as a Masters level or better education. The idea is to get the students to think at a much more global level than tactical level. This includes political considerations not only in this country but in other areas of the world. Graduates are expected to be senior staff members and senior commanders.
Papers written by the students are frequently submitted for publication in and outside Army channels. Faculty papers are submitted for publication regularly.
Faculty at the college are not necessarily Army personnel. They are draw from several accademic backgrounds and are not limited in their own opinions either. Since they are not Army they can, and do have opinions contrary to Army doctrine and administration policies.
In short, any opinions expressed out of the College are not necessaarily those of the Army, Joint Chiefs of Staff, Pentagon, DOD or the administration and carry no weight in deciding policy or strategy.

I took military advisor to mean one of the US soldiers who was training and leading ARVN forces. Those guys would most definitely know something about warfare.
