havent played the beta in a while what does this mean as far as implimentation? or whats it gonna do?

I think it's going to be like squad art.

People submit skins. When approved, you can use them. It will show in the arena, AFAIK.

Yep, something along those lines.  Pyro outlined it in the news section.  You submit a skin, HTC reviews/accepts, then becomes available in the arena for you to choose.  They also specified a 15 skin limit in your directory... not sure if this will be the arena limit or the limit to which they will accept submitted skins.
