the way i understand it, i can get a tuner for my pci slot, run a cable through it, and get cable tv on my computer screen?
  I do have cable internet, and cable tv.
  If this is the case what is a good tuner to get?

Just saw post on Tom's about VideoBlaster gold plus or something..... Other reviews say its great.... Newegg is backordered but is is $59.......

ATI has some good tuners ao does Leadtek
I had a Lead tek but i swapt it out with my dad cause he had an ATI allin wonder 9700 pro (i had the ATI 9700 pro w/o AIW)

I like the leadtek better and it had better reception, but the ATI works great with DVD and every thing else.

The Leadtek i had also had an FM tuner on it i think i paid 75$ for it about 1,5 years ago!

i think when it is all said and done, you'll watch ur tv on ur tv and compute on ur computer

not nessicarly.......in my case being a single batchlor and living in a friend basement,  i have 1 TV its in my bedroom and my Computer is in my Living room, so if i have guests over or want to watch a DVD i do so on my PC,(in the living room):aok

I prefer to compute on the 50" TV while watching the 27" TV.  Of course I watch TV on the 50" TV when not computing.:D
