I have done little beta testing but on each occassion the reports were filed by e-mail to the developer and not opened up to discussion in an open forum.
That seemed to me sufficient and appropriate. The bug is reported and addressed by the developer and comment from others is unnecessary. Publication of the bugs may prevent repeat reports but that would seem to be more for the convenience of reporters that than the developer.
I would suggest, then, that the bug report forum is made a post-only forum.
Posts on non-bug matters, eg suggested improvements, could go to a discussion forum for general discussion.
An advantage of this approach would be to restrict posts in the bug report forum to bugs, where no response is expected from anyone, and steer general comments which a poster is looking for comment to be posted to a discussion forum.

We like to think that our customers are smart enough to read and understand forum titles, but of course, we always seem to get proved wrong. ;)
