You don't need a permit for one of these, just a bill of sale.  Otherwise, you may get hauled downtown and hit with a fine for theft.

funked... any FFL dealer can give you the test and the card.   It costs 30 bucks and the test is maybe 30 questions or so... pretty basic stuff.

Go to a gun store and tell em you need one or contact a private FFL dealer if you know one.
