SACRAMENTO, Calif. - A proposed amendment to California's constitution would give 16-year-olds a half-vote and 14-year-olds a quarter-vote in state elections.

   State Sen. John Vasconcellos, among four lawmakers to propose the idea on Monday, said the Internet, cellular phones, multichannel television and a diverse society makes today's teens better informed than their predecessors.


The idea requires two-thirds approval by the Legislature to appear on the November ballot.


"When we gave the vote to those who didn't own property, then to women, then to persons of all colors, we added to the richness of our democratic dialogue and our own nation's integrity and its model for the world," Vasconcellos said, calling it time to further extend the vote.


A Republican colleague said it was "the nuttiest idea I've ever heard."


Said Assemblyman Ray Haynes: "There's a reason why 14-year-olds and 16-year-olds don't vote. They are not adults. They are not mature enough. They are easily deceived by political charlatans."


Student supporters said the idea could give them a say in issues such as education funding and bring new voices to the California electorate.


"If we could vote, politicians would see us as votes, not just kids, and they would take our issues seriously," said Robert Reynolds, a student at Berkeley High School.

when I was 18 I was actually dumb enough to vote for reagan.

I was dumb enough to NOT vote for him the first time.  He'll be remembered in our history books as one of the greatest presidents whether you like it or not.

Its fairly obvious Cal is trying to make voting look 'cool' to the newest generation. If a state can get 80% of their voting base to the polls each election its guaranteed politicians will cater to that state.

I agee though, most 14-16 year olds know more about their music than about politics, much less history.

trick with voting is unlike porn,drinking,smoking and sex, teens dont go through great lengths to start doing it at 14

To play devils advocate, many people made the same arguments when the voting age was reduced from 21 to 18.  Why is this different?

at the time 18 year olds where being drafted, and being killed.  IMO (and the prevailing opinion of the day)it is unreasonable to ask someone to die for policies they have no voice in.

Don't you think there's a line that if crossed, would put us firmly into the realm of absurdity?

On another note, if we're talking about assigning more responsibility to the most irresponsible demographic, why not lower the age to buy alcohol and the age of consent while we're at it?

Unless you are in the military.  If you're old enough to die for this country, you're old enough to vote for this country.  Same goes with drinking.  Except 21 base age.

...not that I agree that 12 year-olds should be allowed to vote. I don't believe that they should ever be tried as adults.

This can only pave the way for worse (and typically, more liberal) policies in the long run...whats next? 14 year olds driving? Drinking age being lower to 16? 12 year olds buying cigarettes...?

With California's current budget deficit, you can't help but wonder how appealing these ideas might sound to their left-wing legislature.
