Those are tough questions. I think to be accurate, we need to define the difference between "telling a lie" and "being wrong". The footage seems to suggest the latter, but the text suggests the former.

Just for the sake of argument, you do realize that saying there is no one that is more of an immediate threat than Hussein isn't the same as saying Hussein is an immediate threat, right? Of course context is very important and I'll agree that the statement they quoted was probably used as justification to invade Iraq. However, we have only Rumsfeld's statement and not the contextual conversation or question preceding it.
Also, saying that he didn't necessarily agree that it would take Hussein 5-7 years to develop nukes isn't saying he is an immediate threat.
I fail to see a lie here.
