Title: Cant Install Beta 21

Win 98 SE
DX 9.0b (4.09.0000.0902)
Nvidia Driver 56.64

When I try to instal Beta 21 I get the follow error message "Could not initialize installation(CRC)

What does this mean?  and what can I do about it?
