The state Department has released its report for 2003. It indicates that there were fewer international terrorist attacks last year than any time since 1969 (while noting that attacks in Iraq are excluded as they by and large involve combatants).
Bruce Hoffman, a terrorism analyst for the Rand Corp. (search), said the annual report is considered the "gold standard" for measuring terrorism, "but it's only giving you part of the picture and it's a picture that's changing dramatically" with the growth in domestic terrorism.
"It's harder to draw meaningful inferences looking at just international terrorism," he said.

Note that the 2003 numbers only count events that happened up through Nov 11, 2003. The 2002 numbers have the full year.
Also it can be said that the 10 months of 2003 in the report show that it was the deadliest year for Americans other than 2001 (9/11)...excluding those killed on 9/11, it is the deadliest year ever for Americans.
Excluding the anomilies in 2001 and 1998, 2003 (10 months) had the most international casualties on record other than 2002 (full year).

Bogus math. Who decides what is a "Terrorist" attack? I'd prefer to see numbers from an outside agency.
