It means either a pleasure boater, a crazy Norwegian fighting a war in a fishing boat, or a German submarine was spotted with decks awash by an American Airlines flight flying at 3,100 feet and descending, 5 minutes from landing at JFK Airport in New York.
I'm guessing it was a crazy Norwegian fighting a war in a fishing boat.
