Maybe Boroda can straighten this out and explain on how all of this is western propoganda? ;)
How long before Russia threatens that the bio/nuclear elements may fall into terrorists hands if they don't get the aid?

Tow the rotting subs out to sea...deep depth. Remove the reactor and dump it into unknown depths. Terrorists can't get to it. Reactor radiation from a submarine would be like a drop in the bucket when it comes to the vastness of the sea.
I'm sure there is not enough of this to cause a concern. Eventually, it will have to be buried in deep salt mines and sealed off. That's the only way to get rid of it for the long term...nuclear waste from land based reactors.

He said Moscow was very worried at the slow rate of funding, despite a much-trumpeted G8 initiative at a 2002 summit in Canada to spend $20 billion over 10 years to secure stockpiles of nuclear, chemical and biological materials.
AFAIK G8 countries were pretty eager to pay for submarine recycling, and Russia planned to use this funds.
Our Atomic Energy Ministry is a funny office. They make such brilliant deals that I doubt they are sane. The plutonium deal is the most strange and horrible mystery of the 1990s. If you didn't hear about it: they sold almost all Russian stock or weapon-grade plutonium to the US, for some ridiculous sum of money, like several million dollars, when the real price is over trillion. Dozens of people who knew about it and participated in this negotiations were killed or disappeared...

The nuclear reactors ARE the problem not the subs. aint nothing on em usable except thos reactors. Once the reactors are out its just a handy pile of scrap metal waiting to be cut up

Such things are history now, all that shootings and assasinations were over in mid-90s. This stories concerning "plutonium deal" are what makes it so frightening...

Nah, they are not "knowingly" harboring terrorists nor is their CIC paying Palestinian familys $25,000 for their sons/daughters to sacrifice themselves for Allah. ;)

How do you know that? How do you know the former Iraqi regime knew of any terrorists in thier country and harbored them? Still. Is Isreal crippled? Can they not take care of thier own business? Did the US/UK invade Iraq to cease payment for acts against Isreal. If so then the Arab press would be right on many accounts that Amereeka is acting as a tool of Isreal.

Well Russians are saying Chechenia is full of terrorists and I'm also quite sure that there was Chechen militants in Afghanistan fighting against U.S/Coalition troops.
Wouldn't that be good enough reason to invade Chechenia and "take the trash out" ?

Several Russian citizens were transferred here from Guantanamo base recently, they were caught in Afghanistan.
OTOH many US and British citizens were and are fighting Russian federal troops in Chechnya. Our Ministry of Foreign Affairs have provided passport data for this people to US and UK.
UK and US are deliberatly hosting Chechen terrorists, like Ahmed Zakayev, who was granted political shelter in the UK. He still has this status, despite of the fact that he is on NATO terrorist list.

Should be a condition required by accepting donated funds.

Russia does'nt seem to lack the funds for developing new nuclear weapons.
I say let Russia clean it up ....unless they stop making more of the same junk which will only end up rotting away in the future, needing to be cleaned up, again.

That would work. Good idea.
In fact...they ought to apply that to any nation with a nuclear programme that needs aid.
