This is very confusing!
We will not accept skins containing the swastiska.
But...............
We will only accept skins that were historically used.
So, which one takes precedent? If you're going to ban swastikas, are you going to ban the Japanese meatball? They committed atrocities too(if that's your reasoning). Are you going to ban the British roundel because of the bombing of Dresden? Are you going to ban the U.S. national insignia because of the fire bombing of Tokyo? Are "Western" video games going to ban any U.S. calvary banners because of Wounded Knee?

I think they are specifically banning the Swastika because it is banned in Germany (and maybe other places), unless in a historical context. Since AH has many players from Germany, they do not want to get the game banned from being available there.
I could be wrong, but I do know that the Swastika symbol is banned there.
As far a which take precedent, I think you would be safe to either not use it at all. Try using the other symbol (forget what it's called) that was used on a lot of Germanies aircraft and vehicles in WW2).
[EDIT]: As far as I know, the Imperial Japanse "meatball" or "rising sun" is not banned anywhere in the world.

Hey i know its confussing and all but the Swastika means diffrenet things then the Japanese meatball. The swastika represents hatred to jews and other people. If you allow people to use swastikas then you might as well have the phrase "Kill all Jews and everyone who we dont like!!" I know there will be other agruements but this is my $.02.:aok

For the millionth time, it doesn't matter what the swastika means to who.
What matters is that it's illegal in some countries, and HTC wants the customers in those countries. Thus, no swastika.

Change your mind about what? You didn't assert an opinion in your original post, so there's nothing to change. You just asked a bunch of questions.

I'll do my best to answer your questions in order before locking this thread. If you have a further interest in this subject, I suggest doing a search. You'll find numerous and long threads going back to the beginning of this board. Every argument for and against has been repeated ad nauseum.
To answer your questions-
1- They are not mutually exclusive requirements. It states we would only use skins that were historically used, not that we would only use skins that are 100% historically accurate to every detail. I.E., Marseille's Yellow 14 without a swastika is alright, Malibu Barbie Spitfire is not. It shouldn't be that confusing.

5- We have no plans to develop that kind of game.
