Hes talking about being inverted for 20 seconds after vertically climbing to 40,000ft.
(Although what 'vertically' means can be argued.. since when you go up a tiny hill, you're climbing vertically ;) )

An F-14 would be lucky to hit Mach 2.4 in a vertical dive.
