Vertical Refresh Rate = 50-150Hz
Maximum Resolution = 1600x1200
Horozontal Scan Range = 30-95Hz

What FPS would this allow?

If you have vsync enabled, it will depend on the screen resolution.  Whatever the vertical refresh rate is dictates the maximum frame rates (i.e. 60Hz = 60FPS (assuming non-interleaved, for example).

Not necessarily.

It may be capable of 150Hz at 640 res but only 50Hz at 1600 res.

Anyway you get the idea, you need to specifically check the refresh rate for the higher resolutions.
