Title: Aircraft setup selection in Hangar

I'm often finding that when you go to the hangar and want to change the fuel/ordnance setup it won't let you.  By going back to the tower and then back to the Hangar it then allows you to.  

Not a major bug but a little frustrating when ordnance is disabled and you want to disable bombs and you can't unless you go back to the tower and then hangar again.
