question about vsynk

my ati video card only gives me 3 choices for this setting as far as i can tell

wait for vertical sync. is the option with a slider

1.always off
2.application prefereance
3.always on

ive heard that its good to have vsnc on, how will this setting noticeably be experianced ie. better frame rates? no more stop and freezes.

The general concensus is Always ON.  FR's go down a bit but are stable in most all views.  Rubber Bullet syndrome disappears...mostly :)
