Title: Anyone remeber the post about a wacky soldier in Germans antics?

It was this long list of weird stuff this one soldier in the US Army did out of boredem, like showing up for formation in his underwear, and other just strange wacky stuff like trying to sell, other soldeirs, and all the regulations that were in place or were put in place beacuse of his stuff? Anyone remember what I am talking about?
