80% chance you're using a firewall. Even if the little Windows firewall is enabled, you can't host an H2H arena.

i dont have firewall tho. if i did i wouldnt be asking

If you happen to have d/l'd the service pack #2 you HAVE
windows firewall running in the background by default unless
you go in and shut it off. Just FYI. I agree..sounds like a firewall prob.

This can be a lot of things.
If you are using a router, then router has a firewall in it. Even if it is disabled you may not be able to host if you are using NAT due to partial implementation of NAT in most comsumer routers.
If you are behind a NAT router your ISP is using (very likely as most cable ISP use this scheme), they be having a problem with thier NAT setup.
Anti-virus programs, lack of free system memory can all contribute to this issue.

would a linksys wireless router cause the problem?
how can u tell if u have service pack #2?
-
Yes, a wireless router can cause the problem. Make sure you have the latest firmware installed in the router and make sure its firewall is allowing outside connections through your network.
The router has a built-in firewall.

i also tryed a dial-up connection but the same happened
