Title: Map menu and ENY

Right click on clipboard map to bring up the menu, close map and the menu remains visible.

ENY restriction message states that "planes with ENY greater than X are not available". Should say "greater than X-1" or "greater than or equal to X". This is because planes with ENY = X are not available either.
