The MA numbers were way down Sunday when I was playing. Bish=49 Nits=65 Rook=62
I dont' know why the numbers are low, perhpas its dissatisfaction with the balance modifier.
But there is one problem with the blance modifier when the numbers get low. All of a sudden you get wild swings in the ENY number apparently because the ENY Balancer is based on percentage and when the numbers are low, the % can fluxuate wildly.
My suggestion is to drop the ENY Balancer when the big country number drops below 70. Ganging isn't a problem with low numbers. Finding a good fight is. Typically with 70 on the biggest side there are 20 in GVs and perhaps 7 bombers which leaves only 43 split between 4 or 5 fights. It's barely enough to sustain a battle.
The short story, drop the ENY balancer when numbers get low.

His point is that the balancer sees 49/65/62 the same as its sees 147/195/186. Both are exactly the same percentages, so the ENY disable is exactly the same in both cases. I suggested softening the modifier up when numbers are low, so that it doesnt give out overly harsh peanalties when 1 pilot may equal more than half a percent.
Just as an example:
IF TotalRoster<175 then ENYDisable*.75
IF TotalRoster<150 then ENYDisable*.5
IF TotalRoster<100 then ENYDisable*.25
IF TotalRoster<75 then ENYDisable*0.0
