well i use hurri flaps they juet keep on goin i want 1 notch i get hte whole thing and thats in all hurris

The early spit and early hurri only had on/off settings for flaps.  There were no stages in between. I can't remember if the same is true of the HurcIIc.

Not a bug, most likely just an older plane's design
