Free ones that I use sometimes:

http://www.bravenet.com

Theyre pretty good for your average, low bandwidth webpage creator.  I'd say netfirms is the best free host out there, but thats just my opinion.

What technology do you want to use?

if you're going for php/mysql I've been working with http://www.phpwebhosting.com for 3+ years, always been happy with them. They start at 10$/month
